Abstract
International experience suggests that one of the most effective tools for optimizing imports is import substitution. At the same time, it must be borne in mind that import substitution does not mean a complete rejection of the import of goods and services, it is necessary and beneficial. The economic component of import substitution is that this strategy focuses national economies on the use of its products, develops unpromising types of production, the formation of new industries, markets and the use of new technologies. In this regard, the issues of the implemented import substitution strategy and its consequences at each time stage are relevant from the perspective of revealing the possibilities of its adjustment and transformation. In the article, the author analyzed the stages of the implementation of the import substitution policy in Russia, identified the likely scenarios of its development and made recommendations on improving the implementation mechanisms in terms of ensuring sustainable and progressive development of the country.
